You forgot: c) neutering the healthcare system to make it more like the US.
PP actually lucked out there and doesn't need to plan to take action on it because the provinces are already doing a fine job of dismantling their respective healthcare systems

BC's health care system is in bad shape too. Unless you're saying bc is conservative, which I would disagree with.
BC government is doing more to fix it than any other provincial government.
