Indeed, China does all those good things, plus the surveillance state on top. In Shenzen for example there is apparently hardly a public space left in the city not covered by face detection and people tracking cameras.

I'm not sure if you caught it but that was sarcasm as that's exactly what the us is doing with these cameras but wrapped in the red scare blanket of communism.
