It doesn't sound like the parent is the reason why the whole plane had to disembark.

My guess is that the airline doesn't have a process that allows them to fetch just one passenger's luggage from the plane - that they have to unload all of it, find the bag, and reload. And that the airline requires the flight to be cancelled to accomplish that - probably because of the time involved.
