Not the kids fault, the parents should have stepped off the flight when the problem arised.
It doesn't sound like the parent is the reason why the whole plane had to disembark.
My guess is that the airline doesn't have a process that allows them to fetch just one passenger's luggage from the plane - that they have to unload all of it, find the bag, and reload. And that the airline requires the flight to be cancelled to accomplish that - probably because of the time involved.
Clusterfuck all around.
