Sounds like a tax on those who need a catcher or can't use the self checkout for various reasons. I could see stores just removing all the staff on the tills and switch to a self checkout only.

yet they are doing the exact opposite and removing self check out. all because they claim there is more theft from self check out

I have an idea for a crazier law. It will be legal to steal from self-checkout, as long as what you steal is less than 25% of the total purchase. ๐Ÿ˜‚
