He has spoken of the USSR and historical Russia, I think he has been hoping to try and take over all of the surrounding land to restore the 'empire' and have better protection with the mountainous regions.
I don't think the Ukrainian government would have made any difference no matter who they are.
It would have made a difference. If the Russian-puppet leaders had stayed in place then there would have been no fight and just controlled by Russia the easy way.
