Correction, this is the third Tu-22M3 to crash in Irkutsk region.

The cause of the crash was engine failure during takeoff, according to the region's governor.

Corrupt officials are likely to agree as it gets the heat off them a bit. Bonus that they might keep their jobs a bit longer and fuck up a bit more.
