So i wasn't expecting the student to be sitting up with the rest of the board members. But im guessing that is the student right next to him as he says that and puts his arm around her?

Yeah, she is doing a study of school boards for class and was allowed to sit in apparently.
Now she has some material she really didn't sign up for.
