Not dumb, incredibly smart. Convince politicians to make the market highly regulated so you're the only company who can provide somewhat working AI (since you made it before it was regulated), effectively removing a big chunk of your competition.
It doesn’t even need to work. You just need to convince people it does and that they need it, so everyone jumps on the train.
