Obviously because he and his donors have no interest in any meaningful change. Why else?

I doubt he actually has any meaningful or noteworthy opinions of his own.

Edit: actually this is probably the trait of a good politician, someone who listens to their constituents before forming an opinion unfortunately I think most of the leadership of the Democratic Party listen to their donors not their constituents

He's not paid to have thoughts or opinions.
