For all intents and purposes, I believe so. But one of the points that actually got a laugh in the oral arguments was how divided (ineffective) the Congress is.
I've applied for half-a-dozen private trackers, but they've all turned me down. Definitely seems counter to the entire idea of piracy IMO.

No additional votes are expected in the House on Tuesday, closing out another day without a permanent House speaker. The House will meet at 11 a.m. (EST) Wednesday and proceed to a second ballot in an attempt to elect a speaker.
