You’re right to be precise. But I also think of people who followed, like from my country (Ireland). Some were destitute, but many have done some pretty vile stuff either against minorities or in support of the empire. So while the Irish state wasn’t technically involved, the people don’t exactly go there to lift up Native or African Americans. There’s a book called How the Irish Became White that explores this. And I know the Scottish are famous for their part in Empire too.

You're absolutely correct. I more meant to refer to the countries that had absolutely nothing to do with it. Like, Lithuanians didn't do anything afaik. I think that much of that has to do with the lack of power of their government and ability of the populace to leave than virtue on their end. Plenty of people would've done horrible things if they could've, far more wouldn't have helped the people being genocided. It's all shitty. Germany and Italy would've colonized Africa more if they were more powerful during the scramble for Africa, they would've hurt just as many people as England and France.

That all makes sense to me. Our history teacher taught us in school that power corrupts (people) and absolute power corrupts absolutely. I thought he was cynical at the time, but certainly far too many people are corrupted by power.
