It was sort of played off as if it was legitimate but the movie never really explained. Luther himself seemed to suggest when asked that it was a legitimate and he was just looking for some dirt on the superman and found it.It wasn't a really satisfying explanation. I think they could have done better there.

My guess is that they are saving the reveal that Jor-El and Lara weren't assholes actually for a later movie.
