Ive heard the world bank/some kind of monetary policy theory, but I don't think I've heard the insurance scam before.
1: Sell a bunch of tickets
2: Sink ship
3: Insurance pays out the finished value of the ship, obviously greater than building costs, plus you still have the ticket sales.
4: Guaranteed profits! Invincible even!
Simple as...
