Since you start counting from zero, the byte limit should be 255 = 2^8 - 1.

There are only two hard problems in computer science:

  • naming things,
  • cache invalidation,
  • off-by-one errors.

I'm afraid you've fell victim to the problem 2.

The count is 0 through 255, which equals 256 total.

If you create a table and number the first row with "0", you'll need 256 rows to reach row index "255"
