What a terrible tailoring job. The bottom half looks alright, but the tailor cut the top of that dress way too roomy. Her boobs aren't big enough to fill it, so it makes her look small. She should fire her tailor.

Pretty sure it's just her posture. It's cut for shoulders back and she's hunching just enough for it to bag a little.

Well then it's her sense of style. She needs to pick dresses that look good on her normal posture. And a good tailor helps communicate that to the client.
