What the fuck is this?

It was not immediately clear if the Liberals will have enough seats for a majority government. A minority government would means Carney’s party will need the support of political opponents to govern. After a narrow victory in the previous federal election, the Liberals relied on the leftwing New Democratic party to help it pass legislation. Monday’s result appeared likely to produce a similar result, with the NDP and Liberals holding enough seats to pass legislation.

You can't run a "secures election victory" hed and then this ... != "it was not immediately clear."

At least the conservative leader saw the writing on the wall.

A majority means they rule on their own, minority means they need to work with with some other party/parties, but that will not include the conservatives. They will have the most seats and I presume that's what they meant by victory.

Correct. The party with the most seats in parliament forms the government. However, for a bill to pass through parliament and become law, more than 50% of the MPs in the house have to approve it. If the government party has fewer than half the seats in the house, they have a more difficult time passing legislation because they need to work with other parties to get the required votes. That's what we call a minority government, and it's what we had last term. If we get a majority government, the leading party can pass whatever laws they want, because MPs generally vote with their party.
