Russia's pretty up there, too. And I'm sure there's plenty going on throughout Africa that I am only vaguely aware of.

What about the Chinese govt RE: Uyghurs and whatnot.

Admittedly, I'm conflating genocide and war crimes with terrorism...

Not really. It is a capitalist oligarchy, much like the US and Israel, but it’s not (presently) an imperialist one, despite Western claims to the contrary.
