I think you give him too much credit if you think he's not making everything up on the spur of the moment.
And the complete lack of emotion in his voice tells you he's long since stopped worrying about the consequences of his words/actions. He knows his base won't care.
Bone spur of the moment, even.
Dictators don't worry about pretending to be accountable.
But it helps immensely to keep a population stupid, confused, and distracted when you are one.
