OP is basically just a shitpost anyway, but the language doesn't necessarily indicate the origin of the app. Nintendo is a Japanese company but we can still play their games in English.
I mean, we know the reason they said Chinese isn't because the app was likely made in China. The joke is just racist "Chinese people eat dogs"
