Those are vulnerable people that are often in some sort of financial trouble. Sovereign Citizens provide them with a fantasy where they can just cut off their debts and take take their lives in their own hands, but as we see here, it just puts them in an even worse situation. It's fascinating to watch, but honestly also kind of sad.
