I'm not sure if I get that correctly but are you making fun of people protesting against homelessness? Besides: I'm not a native speak but the sign seems totally fine to me and the message totally valid.

And the last three letters don't even exist in Russian. The last one isn't cyrillic at all afaik and the one before exists in some languages like Ukrainian and Belarusian but not in Russian. And L again isn't in any cyrillic alphabet afaik
