Why are groceries actually cheaper at smaller grocery stores?

Who's profiting off your pain at the checkout counter?

And why won't the government DO SOMETHING about it?

The solutions are out there. Like a Consumer Protection Watchdog, to crack down on price fixing, gouging customers, and bullying suppliers.
