Why are groceries actually cheaper at smaller grocery stores?

And why won't the government DO SOMETHING about it?

The solutions are out there. Like a Consumer Protection Watchdog, to crack down on price fixing, gouging customers, and bullying suppliers.

Think it would be a good idea to keep this community active enough, not sure how difficult that would be to implement though.
