The underground mine I worked at for ~2.5yrs used a variation of this. Different brand without the inverted outer boom. The grinding wheel has carbide steel teeth and is also used in concrete breaking/crumbling. We used it for scaling the ribs (walls) of loose material, reducing sudden fall outs and making it safer to travel through the mine.
