Rather it should involve removing restrictions making it easier to access for people who might want it, or don't even know they might want it.
I agree, that's not the way to fix it. The way to fix it is to try Skirt go spinny, regardless of gender. Seriously they are awesome, especially in the hot summer, way better than shorts.
