Inkscape, since you can move those text boxes and the image freely around the canvas and then export it to whatever format you need.

Or Krita. Same thing but with a cuddly mascot and much more.

Krita is great, but text tool is garbage (checked around 4-6 month ago).

getpaint.net, I use it for a quick meme all the way up to designing posters. Works like a charm and supports plugins
