So from the looks of the image it’s an Arborvitae or similar. If it’s real he killed it by cutting back to the wood, then patted himself on the back.

The person who cut the hedges sounds like an arrogant asshole who didn't even bother to communicate with his neighbours over finding a better solution

Article said he was even asked to stop but ignored them and continued cutting

A better solution could have been reached if he bothered to communicate with the neighbours

Communication is better, don't go off doing something on your own because you think your way of doing something is better

Old guy does job. Municipality don't see the problem. Municipality don't budget with the cost of getting the job done. Old guy stops doing it for whatever reason. Job doesn't get done. Municipality can't find money to do it in their budget. Job doesn't get done.
