My personal favorite is when they decide to read the comments on the post and just let the same 30 seconds of audio play over and over and over.

I really wish these people would understand that a tiny pair of wireless earbuds makes the audio sound so much better than a phone speaker.
Phone speaker should be silent and never used ever, no good has ever come out of a phone speaker. Use headphones instead all the time. I don’t even know why speakers exist on phones. I see kids and old ladies alike defaulting to speaker phone when they call people, they don’t use headphones (or, god forbid, put the phone up to their ear like we did for a hundred years).
Call me crotchety and grouchy or whatever, this is the hill I’m dying on.

What I wanna know, is inside the mind of these people, do they not know that at the top of the phone is a smaller quiet speaker for putting against their ear, cause the microphone is at the bottom of the phone? I can clearly see they know there’s a microphone at the bottom, but then they turn on the big speaker and hold the whole phone away from their face?
There's plenty of good uses. Phone speaker is real good when wife calls in the middle of an online match to double check something in a ten second call while actually at the store. I can mute my mic and take it with my gaming headphones still on.
But I'm the only one home, and, ya know, at home not public.

Oh no, not without very good reason (we have had to video call a doctor friend about a stranger while out in public, that was a weird day).
In general we're right there with you. We grumble about how it seems that since COVID people have forgotten how to be considerate while out and about.
And drive. Everyone forgot how to drive during COVID and still haven't re-learned.
I love using my phone speaker. I do not always have headphones in my ears. I know some people can walk around all day with an earbud in their head, but I am not one of them. When I am messing around on my phone and decide I need to watch a video that includes audio, I can just turn up my speaker and listen. At home only, mind you. I would have to be totally devoid of empathy to blast loud audio in public.

Because constructed individualist society values individual desires over comfortable/agreeable coexistence.
Because there are no consequences for doing it. The world is full of people that will do anything that's convenient for them as long as they can get away with it. They think categorical imperative is for suckers.
Possibly it doesn't bother them when other people do it, but my theory is a very mild sadism.

TikTok is basically a time killer, short shots of dopamine. Such users aren’t thinking about it that hard, so it would stand to reason they aren’t considering the impact of the noise either.
I’d also posit it’s an “addiction,” akin to smokers who need to smoke somewhere they know they probably shouldn’t. Maybe they don’t have earbuds on them immediately, but they feel the pull of TikTok, so they pull their phone out and turn the audio on, anyway.
What’s more, it’s not recognized as an “addiction” by the public, so the noise doesn’t have the stigma of secondhand smoke, either.

There are well adjusted people that choose their behavior based on empathy and there are well adjusted people that choose their behavior based on what is allowed/normal. There are way more people in the second category

Well-adjusted adults don't tend to scream in public either. You could try politely asking. Loudly playing TikToks in public is not illegal after all, so you don't really have grounds to start making demands either.
I never claimed to be well adjusted. You're right that politely asking can be the right thing to do, but usually my instinct tells me not to.
If you don't respect public spaces and are destroying other people's peace because you don't know how to stay silent, then you're not well-adjusted at all.
Not easily and safely. You could try to talk to them, but most people are kind of brittle and will get defensive if you so much as suggest they are not saints.
Recognize that behavior in yourself, and try to be better. We're all vulnerable to getting defensive when we're wrong.
That's not a valid justifier, they're just immature because that's something that anybody should know: not for anything it stills falls into the "sonic pollution" category.
They completely disregard your comfort and well being. And not only in public transit, they probably don't care about any human being who is not related to them in any aspect of life.
