Id call it terrorism. Running over someone with an American flag being held in distress position is very clearly meant to terrorize the protesters exercising their constitutional rights.

It was an act dangerous to human life, appeared to be used to intimidate or coerce a group of people, and occurs within the US making it meet the criteria for Domestic Terrorism as defined by dept of homeland security.
