This is just the "getting to know you" phase or offramp meetups. In 3 exits they'll be in a nicer position.
Interstate exits aren't numbered sequentially anymore, but instead by mile marker. It's easier to insert new exits without messing up the numbering that way.
The "nice" exit, if it exists, would be three miles away, not necessarily three exits away.

It uses two upside down nines because if it only used one upside down nine, it would say that it was exit 69, and everybody would be stealing the sign all the time.
