There are some nice LEDs with kilowatt ratings, and creating a system to turn them into high-intensity strobe lights is not that difficult to build...

This will probably get misunderstood but let them use extreme violence, that should get more people to wake up and fight back, Nazis were beaten before because a lot of people rose up against them, these Nazis are no different, we just need a big enough army to beat them.
