That's the expansion by the Voidpoint people who didn't leave a good impression with some of their hurtful "jokes". Personally, I'm not looking forward to it but it's the closest thing to a new Duke3D, so some people might be interested.

Same here because the map editor was relatively easy to get into but Build engine always felt off to me.

To be specific, it's build engine mechanics, with modern game ideas, in a cyberpunkish setting; so it's got a little bit of all those things in it. It's great!
