The evidence that we have suggests that Trump was a full accomplice in the thing on the level of Ghislane.
He has also mentioned taking action in Mexico, and he's already bombing Nigeria and Somalia. Canada and Greenland can't be far behind in his mind. I count at least 7 countries the USA is either attacking or thinking of attacking.
