No boots on the ground. Where then?

CENTCOM Admiral Brad Cooper is planning a "civil-military coordination center" in Gaza, but he says: "no boots on the ground"
How's that going to work practically?

This sounds wrong on so many levels.

200 US troops in Israel

"The troops are reportedly in Israel to facilitate the delivery of humanitarian aid"
That happened twice already (the Gaza Floating Pier and GHF) and in both cases US/Israel delivered massacres instead of humanitarian aid
"It’s unclear what type of U.S. military support is needed to facilitate that operation [humanitarian aid]"
"CENTCOM is known for obfuscating the U.S. military’s participation in atrocities"
