I'm pretty sure there's been more than one other renegade time lord so the implication premise is false.

This does not disprove the premise that The Bachelor exists, though I believe that Agent 007 James Bond is the identity being passed to a successor and not an individual.

I always thought that Bond should have been actually different people and they’re just trained with the Bond identity.

Hell, “programmed agent” is the entire concept of the Bourne series.
