if the prisoners learn life skills that could lead to gainful, legal employment, how are they supposed to be forced back into the system for free labor?

Smith, the department spokesperson, pointed out that people in prison have access to computers for educational programs and legal research, and that “allowing these types of printed materials presents a substantial risk of misuse” and poses a security threat.

Sounds like the "substantial risk" is due to private companies insisting on using an insecure system and them complaining when inmates want to learn that system to get JOBS.
