TOS says "no man" but TNG and beyond say "no one".

Either way, you could feasibly interpret the mission statement as three separate objectives:

  • Explore strange new worlds (habitation unspecified)
  • Seek out new life and new civilizations (sort of overlaps with the first)
  • Boldly go where no one has gone before (explore totally uninhabited areas)
