I remember watching a Simpsons episode about how deadly big cars are back when I was like, young. At least 15 years ago. We've known this for so long, how is it so difficult to just set a maximum height commuter vehicles?

(It's a rhetorical question, but it anyone has an actual answer then count me curious.)

Because the United States EPA designed fuel efficiency regulations in a fucked-up way that incentivizes manufacturers to produce larger and larger trucks.

Generally speaking, true. But specifically hood height and forward visibility is purely aesthetics. They are marketing "tough" as that big grill, and they want that "chopped" look where the windows are very short relative to the rest of the body.

with a tall flat front the entire kinetic energy gets transfered directly into the child. with a sloped lower hood this doesn't happen. you might end up tumbling over the hood but that's actually desired. the kinetic impact is way lower, resulting in higher survival chances.
