Yeah in the 90s there were plenty of nazis in the punk scene. Though they were more like metal heads that dressed punk.

Per Jello Biafra, that reason was people who gatekeep the scene, and people who started fights at concerts. Nazi Punks Fuck Off predates the problem of actual Nazis trying to claim punk. Still works as a good anthem against them though, regardless of the context it was written in.
