Simple, they're just not not undoing the reversal of ruling.
IAAL(BNYL). In very basic terms, here's what happened:
First court issued a ruling saying Trump admin can't fire everyone.
Appeals court said Trump admin didn't need to follow the first court ruling (at this time).
Trump admin tried to fire everyone.
Appeals court has now come back and said Trump admin does need to follow first court ruling.
Result: Trump admin is (legally) barred from firing everyone (for now).
