Historically it's not the first. Lausanne had an extensive network back in the days. It even went deep in the countryside and carried freight.

People can still see tram tracks at Moudon train station.

Holy crap TIL about open railway map. Thanks, I always was annoyed how google showed highways and not railways when you zoom out.
