You can use steam achievement manager to unlock any achievements you want. as far as having that automatically happen with steam, i'm not sure if that's possible
oh alr, do you have to "own" the game on steam to unlock achievements? Currently just running them through "add a non steam game" I'm guessing you cant pirate steam product keys etc.

If the pirated game you are running uses the Goldberg Emu or a similar variant then they have the capabilities of Achievement unlocks. If you are on windows you can also combine this with Achievement Watcher which can pick up the achievements and even display them as you get them with toast notifications.

I wonder if RetroAchievements is open-source. Could be possible to clone achievements for pirated games.
DLC is probably a bit easier since it sounds like you purchased the base game. Steam still registers that you own at least the base game and may allow the achievements because of that.
As for base games, there's not a way that I know of. Steam only shows that if you purchase the game.

Achievements are typically integrated into game platforms and managed by legitimate game installations. Running them externally or using pirated DLC to unlock achievements is not supported and can violate terms of service.
