A cool thing about federation is you don't need to access the big Lemmy server China's censors may have heard of. You only need to access any Lemmy server that isn't behind the firewall and isn't blocked by this one for abuse.

It doesn't even have to be Lemmy. You can use Mastodon, Pleroma, Friendica, and several other things to read and post on a Lemmy community. The user experience is smoothest if you do use Lemmy, of course.

Can't he just use a VPN? Or is using a VPN in China grounds for a long stay at one of their 'reeducation' camps?

Yeah vpns are illegal in china. If americans arent carefull theyll make it illegal there too based on recent events...
