IMO if the admins have obviously abandoned an instance it's worth de-federating regardless of activity level or political lean. It's a ticking time bomb for malicious links, spam, political trolling, and other bullshit.
Ya, I can understand that argument at least. The OP gave me "people are saying mean things over there and I don't like it" vibes which just feels cringe.
Things that amount to "trans people shouldn't exist" or "trans people shouldn't get medical care" are more than just "mean".
Eh, I see a lot of hostility and threats that are allowed so long as they are against the correct groups. Less hostility all around would be nice; thicker skin helps bridge that gap.

We should create a publicly maintained list of instances people should defederate from.
I think you can see this list on each instance. It's not a central one, but it's a start.

Seems like a huge step like defederation should be reactive instead of proactive. If rammy or any other instance becomes a source of spam or abuse here then it makes sense to defederate. But I don't think it makes sense just because they have some controversial users or communities but are keeping it to themselves. (btw rammy.site appears to be down)
I haven't seen anything from that instance, and I am not going to go there and see for myself because I don't seek out sources of outrage. Defederation seems like a drastic first step.
Ran across one of their posts on the local feed here and I have to agree, we should defederate.
When I go there the newest post is 2 months old. Don't think it's relevant?
