"Lacks enthusiasm" in this case really means "doesn't feign enthusiasm".

Why are so many people adamant on seeing someone being "enthusiastic" and "high-energy"? Don't they realize how exhausting it is to maintain that for more than an hour?

Depending on the job, it makes sense - customer service ones in particular. But it's on the employer to have a working environment that inspires enthusiasm.
