I see a couple of flaws

Nobody who lives alone is allowed a pet
If you have a toddler, in this rule that enables you to expand the number of pets, but I'd say a toddler adds to rather than eases the load

A person living on their own could have any number of fish, a single bird, any number of snakes, etc.
