Do you have to have a guarantee to be listed? Can you have more than one?

@eatham@aussie.zone You need one to guarantee, endorse, censure, etc. others. So IOW to be able to use #fediseer at all.

Your instance can only have one guarantee, but you can have the guarantor be changed.
