Revised Hepburn would say it is rendered shōjo, omitting the U but adding a long mark. But a lot of times we also omit the long marks, such as with the city of Tokyo. Wapuro (word processor) style would write it as shoujo, because that is how you would type it using a standard Latin alphabet keyboard.
