Honestly, it's criminal that he wasn't running Starfleet by the time he got back. How many times did he die? Two? Three? And still not even making Lieutenant.

Tbf most Lieutenants have not once died before promotion since it's an indirect requirement to be alive during the promotion ceremony

The Harry that made it home wasn't even the original -- he was a quantum duplicate. The original Harry died for realsies.
