So one 2017 and at least two other 2019 model MacBook Pros running Mojave were reported to have this issue when sharing the same USB controller as a (presumably active) USB-C to HDMI adapter or multiport USB splitter dongle, according to that article and the source SO post. I’ve not heard of anything like this since Apple ditched Intel chips, so… success?

They didn't remove anything. They just uses the same chassis from the "2 port" macbook pro/Air for the M1 Pro and Air.
No pro and air models use the same chassis.
The M1 pro reused the Intel Pro's chassis and the Air reused the Intel Air's chassis.
